If you’re offering a taxi, limo or similar kind of commercial passenger service, you’ll know about the Passenger Transportation Branch and the Passenger Transportation Board. If you don’t, or if you’re just wanting to get started in the industry, chances are pretty good you might have never heard of them before.
The Branch or The Board
If you’re looking for the “Coles Notes” version, it basically comes down to this: if you’re driving people around, and you’re making money at it, you probably need a licence. The folks at the Passenger Transportation Branch are the ones that make that happen.
Depending on the vehicle(s) a company wants to use and the service they want to provide, they will need either a general authorization or special authorization licence. What’s the difference? Well, the general authorization licences are for vehicles like large tour, charter or sight-seeing buses with routes that are determined by the company. Special authorization licences are for companies that operate private inter-city buses or small passenger-directed vehicles, like taxis, limousines and ride-hail vehicles.
The branch handles all the general authorization licences, but they send any special authorization licences to the board for review and approval.
Think of it like this: the Passenger Transportation Branch deals with all the day-to-day business of commercial passenger transportation licencing and compliance, and they’re part of the Ministry of Transportation and Infrastructure. The Passenger Transportation Board is called on when decisions have to be made on appeals and certain licence applications, and they’re an independent body. So the two are separate, but connected.
The Passenger Transportation Board is also in charge of establishing how many passenger-directed vehicles can be on the road — for example the number of taxis and ride-hail vehicles. Determining the supply of vehicles and their operating boundaries ensures that the public need is met, but that other factors are also taken into consideration like congestion and service over-supply. That’s important stuff.
Keeping Passengers Safe
In addition to licencing, the branch performs road checks of the vehicles they licence, like taxis and limousines. You might see our Passenger Transportation Enforcement Officers out at airports, cruise ship terminals, or wine route areas, verifying that licensees, drivers and vehicles are meeting provincial standards. These officers also have the authority to conduct audits on licensees to ensure company compliance with the Passenger Transportation Act and Regulation, and investigate complaints against licensed and unlicensed operators.
During 2018 and 2019, new rules for “party buses” and other passenger-directed vehicles holding 12 or more passengers (like limo-buses) were put in place that increase penalties for operators who allow passengers to consume alcohol on board. (It’s illegal, in any vehicle!) Unaccompanied underage riders must have a guardian’s consent to be travelling in one of these vehicles, and companies must provide a safety monitor whenever an unaccompanied minor is on board. Steep fines can be applied for non-compliance (think in the realm of up to $50,000!), so compliance is recommended.
With ride-hail now available, passenger safety becomes even more important in this newly regulated industry. Drivers must hold a Class 4 licence which requires passing a knowledge examination and road test that are both more difficult than what a standard Class 5 licence requires. Drivers must also undergo a police information check and a driving record check, and may not be eligible to drive if their records include matters deemed to endanger passengers.

Can ridesharing companies in B.C. raise or lower their rates at will or do they have to make an application to the passenger transportation board for a rate change? Can they charge a tech fee (aka app fee) and a fleet service fee directly to the customer in addition to the fare amount?
Fares charged by taxis, limousines, ride-hail and other small passenger-directed vehicles are set or approved by the Passenger Transportation Board.
WHY: to ensure a stable operating environment for business, and reasonable prices for consumers. I need to complains bcferry!
The whole story is:
I booked the ticket online days ago, and arrives here 2:34 pm Jan 6, and I was arranged by her in lane 8, she never noticed me that I was arranged to waiting lane 8. I was supposed my lane 8 was the departure lane! According to our experience, arrived around 30 minutes is enough for get in the ferry. Then we just wait. During this 26 minutes, hundreds of cars arrived later than me already arranged into reservation departure lane 1-7, and all of vehicles from lane 1-7 started loading I found my lane is not reservation departure lane. I cannot take the 3 pm ferry on time !There are only four cars behind me in lane 8.I think I am the only one reserved tickets but arranged to waiting lane 8. I know I am four Minutes late for keep the reservation. But there were still hundreds of vehicles later than me were assigned to reservation departure lane. But when I checked with the ticket officer she spoke dirty words on me in a very low voice, then point in my eyes and close the window . And we had arguments then all of the officers came out saying I had a bad attitude and they called manager. Yes, she never had a good conversation how can I smile and keep silence with that ?then the manager came I asked him to show me the lists for those people arrived later than me but get in the ferry! I think there should be some buffering policies. No body investigated and said due to my bad attitude! So they decided to evicted us!I have booked a very important appointment to have dinner with my clients tonight and I cannot meet with my clients, my business almost ruined by this ticket officer’s wrongly arrangement deliberately In lane 8, I never had this bad experience of bcferry.
Even though event thing looks good and they were according to the rules, but why hundreds of vehicles can be assigned to the reservation departure lanes? Except me? She must give me a reason!
I have right to know if it were other tickets officers overdue their responsibilities to open a special lane for the vehicles later that me to the reservation departure lanes, or this ticket officer had a wrong arrangement especially for me! And also the manager just keep blinded and never investigated in this issue, evicted us from terminal directly! Is that the way to work in monopoly bcferry?
This incident it seems everything according to the rules, but why the rules only for me and why evict me? As a customer I should be noticed how about the % for reservation lane, if all reservation lanes are full and I am 4 minutes late, ok I can wait and i agree. There were lots of spaces but she put me in waiting lane and educated me the policy! It is so ridiculous! This is the point why I need to check with them. even though they know the tricky thing inside but they just ignore.
I drove to duke point Nanaimo and take the last ferry to tsawwassen and arrived at home almost 2 am!， JAN 7,2023! It’s crazy trip!
And I haven’t got any refund till now even though I called bcferry several times .
And bcferry banned me and David Wei from bcferry ! And explaine when I arrived there the reservation lanes were full. It’s just tell lies! They were not full at all, almost vacant , lots of spaces for reservation lanes! And I really look down telling lies especially so called local honest Canadian to tell ridiculous lies! The ticket officer just abuse her right to put me in wrong lane and no body investigate seriously at all!
The explanation from bcferry really unhonest!
Land 8 waiting lane were a lot of vehicles ( my lane), and reservation lanes 1-6 ,almost of spaces were vacant! The reservation departure lanes should not full at 2:34 pm at all, because when we order online there were also some temporarily tickets and not all of tickets were sold from online ! From common sense of if someone didn’t order tickets online would arrive earlier to get a spot to get an opportunity to getting into the ferry. From the letter it’s untrue saying “ from cctv 5 full lanes……” it’s not true!! If someone ordered ticket or has a assured card May arrived later.
So they were not full by 2:34 pm! Lots of spaces by then. NoBody is fool!
It’s a common sense. I really look down upon local Canadian tell lies, nobody investigated seriously but only kick me off from the terminal!
It is totally unfair! Because if bcferry is a monopoly company they ubuse their rights to cut off using the ferry service unilaterally!

In Canada we have this pesky little piece of human rights called the Charter of Right and that Charter protects persons from having to prove they are innocent of a crime. The legislation contained in the Passenger Transportation Act is being misused with the encouragement of the PTB. That legislation in section 42.2 of the Act does not specifically require drivers to presen t themselves to the police to “prove” they are innocent. Why does it not make that specification? Because that legislation would be against the law. Instead the legislation sneakily is written to ‘imply’ that employers have the power to force prospective employees to get the check done and come back. That is slimy and not allowed. If the legislation requires drivers to be checked for CR, then the authorities must provide a method to obtain the check WITHOUT REQUIRING THE DRIVER TO PRESENT THEMSELVES TO THE POLICE. This is not-negotiable and must be corrected. I intend to present the PTB with a petition requiring them to explain this deficiency to the court.

Thanks for your comments about amalgamating resources in taxi industry and your other suggestions, based on your 31 years in the taxi industry. I will forward them to our Passenger Transportation Branch.
For Your Consideration: It is time we amalgamate our resourses in the taxi industry. All permits should be issued by PTB, with police checks,etc being done by local police. This will create a pool of drivers and weed out bad drivers. Secondly with area licensing being discussed we need to set up a single dispatch centre for taxi’s which will, reduce overhead for stakeholders and allow for better coverage during peak periods. I believe this is an avenue worth persuing. I have been in the taxi industry since 1976 with Coral,Richmond,Royal City and Alouette taxi companies.
